First things first, in order to register a car in a state you need to have a residence or driver license to match the state you wish to register in. Second off, If you bounce the car to your friend in Florida he is going to have to pay sales tax in Florida off book value, then you will have to pay it again when you register it. Take some advice, keep it registered in Georgia. Unless you plan on getting a license issued in every state you live in and running the risk of some state mandated inspections, it's not worth it. Rebuilt / Salvage laws are so strict that they make it impossible to bypass. You may get away with in in some states and not others. The only reason cops break balls on out of state registration is because your not paying property tax/ reg fees in that state. If you live somewhere and they start hassling you about your reg, deal with it then. Also remember every states processing time is different, example CT takes about 90 days just to process a clean title. You may find yourself waiting for a state to process your title for months each time. Keep it in Georgia unless your forced to switch it.
